No. 114 "Paradiesstrasse/Nizzastrasse"

The planning objective is to preserve the largely undeveloped landscape that characterises the townscape and to safeguard the existing buildings, some of which are listed and residential.
The course of the Lößnitzbach and the Lößnitzgrund north of Meißner Straße are an important landscape area for the city of Radebeul that characterises the cityscape. The Lößnitzbach has its source in the Dippelsdorfer Teich and flows into the Elbe. It is the only stream in the Lößnitz that flows through the diluvial floodplain and reaches the Elbe. Until the 19th century, it was the only suitable stream in the Lößnitz to drive a total of seven mills. The Lößnitzgrund, the largest valley incision of the Elbe slope of the Lusatian plateau in the Radebeul urban area, is part of the Friedewald, Moritzburg Pond Landscape and Lößnitz landscape conservation area. At the suggestion of the Lößnitz Beautification Association, a hiking trail was laid out through the Lößnitzgrund from 1880, the narrow-gauge railway to Radeburg was built (1883/1884) and the Bilz baths located on the western slope were established. From 1905, the Lößnitzgrund developed into one of the most popular excursion destinations in the Dresden region.
The "Weißes Roß" stop on the narrow-gauge railway with the former railway keeper's cottage and the sand trap pond with its large green area form the inner-city prelude to the Lößnitz Valley. The city therefore intends to preserve this area and the adjoining largely undeveloped green and open spaces as a defining element of the cityscape with important functions for the urban climate and the quality of city life. First and foremost, the prerequisites for the preservation or reclamation of inner-city open and green spaces are to be created. In addition, existing buildings, some of which are listed and residential in character, are to be safeguarded and only moderate additions made possible. The development in the Paradiesstraße area is characterised by detached single houses with residential use. The development plan to be drawn up should therefore define a general residential area in order to preserve the existing character of the area.
The planning area of development plan no. 114 lies within the scope of development plan no. 47 "Paradiesstraße/Mühlweg", which was adopted as a statute by the city council on 16 December 2020. The higher administrative authority approved development plan no. 47 on 11 March 2021 without conditions. The resolution on the development plan and its approval were published in the official gazette on 1 April 2021. The development plan thus came into force. On 3 September 2021, an application for a judicial review pursuant to Section 47 VwGO was filed with the Saxon Higher Administrative Court - hereinafter referred to as SächsOVG - regarding the validity of the bylaws for development plan no. 47. In its judgement dated 26 June 2025 ref.: 1 C 72/21, the SächsOVG declared development plan no. 47 invalid. The decision is not yet legally binding.
However, the city of Radebeul continues to attach great importance to the preservation of this characterising landscape area. For this reason, a new development plan no. 114 "Paradiesstraße/Nizzastraße" has been drawn up with an adjusted area of application and a more specific planning objective.

No. 112 Gartenstraße/Wiesenstraße

The existing commercial areas in the Radebeul urban area are basically divided into three areas (Radebeul-Naundorf, Radebeul-Ost and Fabrikstraße) as well as small-scale areas. The Radebeul-Ost industrial estate extends to the north and south of the railway line on the outskirts of Dresden. In the southern part, along Gartenstraße, there are small and medium-sized companies from the trades and services sectors. The area to the south-west of Gartenstraße/Wiesenstraße is characterised by residential buildings. The Gartenstraße - Seestraße - Dresdner Straße - Wiesenstraße neighbourhood, with its existing mix of residential and commercial uses, forms a transition between residential use in need of protection and the Radebeul-Ost commercial area.

The plan area itself stands out due to its heterogeneous utilisation structure. Residential and commercial areas have historically developed side by side and are interdependent. Due to the high utilisation of the existing commercial sites in the entire urban area, it is important to preserve the existing commercial areas in order to secure jobs on the one hand and to guarantee the development and expansion possibilities of companies on the other.

The planning objective of the development plan is to maintain the mix of residential, commercial and service uses with a greater emphasis on the commercial component.

No. 103 Augustusweg/Fichtestraße

The planning objective is to safeguard the characteristic townscape with its street-side, loose and small-scale residential development, taking into account the scale of the existing buildings.

Change ban:

The statutes on a change ban were adopted by the city council on 22/09/2021 and have been in force since 01/11/2021 with the announcement in the November Official Gazette. The cancellation of the change ban was decided at the city council meeting on 9 February 2022 and has been in force since 1 April 2022 with its publication in the April official gazette.

To safeguard the objectives pursued with the development plan, a new change ban was issued. The statutes on a new change ban were adopted by the city council on 19 March 2025. The change ban came into force on 1 April 2025 with the announcement in the April Official Gazette.

No. 115 Hohenhausweg/Mittlere Bergstraße

The planning objective is to add to the residential development in a measured manner, whilst paying particular
consideration of the valuable and listed ‘Weingut Hohenhaus’ complex
(as a whole).

The planning area is situated in the western part of the municipal territory, within the
Zitzschewig and to the east of the junction of Mittlere Bergstraße and Hohenhausweg. The
Scope of the plan covers plot 1060/11 and part of plot 1060/10 within the
Zitzschewig cadastral district, covering an area of approximately 5,100 m². To the north-east, the
area of application is bounded to the north-east by plot 1060/5, to the south-east by the adjacent development
comprising plot numbers 1060/9, 1060/6 and part of plot number 1060/10; in the south-west by Mittlere Bergstraße; and in the north-west by Hohenhausweg.
The plan area forms part of the listed ‘Weingut Hohenhaus’ complex,
comprising the villa (including its furnishings), the gatehouse and boundary wall,
the residential building, the former nursery (with gardener’s cottage, gatehouse and boundary wall, as well as
the boiler house, including the steam engine and chimney) of the vineyard, the park,
outbuildings on Hohenhausweg and the greenhouse near Mittlere Bergstraße, and
is also situated within the ‘Radebeul Historic Vineyard Landscape’ conservation area.

No. 113 Past the Ship Mill / Towards the railway junction

The planning objective is to develop a commercial estate.

The planning area is situated in the western part of the municipal area, in the immediate vicinity of the railway junction. The area covered by the plan is bounded to the north by Meißner Straße, to the east by the railway tracks, the embankment and railway facilities (DB-owned land), to the south also by railway tracks, and to the west by the newly constructed road ‘Nach der Schiffsmühle’ and the associated embankment.

The planning area is still largely undeveloped. An access road to the area has already been constructed from the newly built ‘Nach der Schiffsmühle’ road. This cul-de-sac is to be extended southwards to provide access to the area.

In doing so, consideration must be given to access to the ONTRAS station (gas) in the western part of the planning area and to the access route in the eastern part of the planning area leading to the Deutsche Bahn (DB) railway facilities. The southern edge of the area is characterised by wooded areas, which must also be taken into account in the planning. In recent years, the open spaces have been used as site facilities and storage areas for various building materials (e.g. during the construction phase of the ‘Nach der Schiffsmühle’ road). The area is now to be developed for commercial use.

No. 111 Transport Development: Moritzburger Straße – Altlindenau

The aim of the plan is to ease traffic congestion in the area around the Moritzburger Straße junction at Altlindenau and to improve the layout of the pavements by removing bottlenecks.

The planning area is situated to the south of the historic village centre of Lindenau and extends northwards from the Moritzburger Straße/Kreyernweg/Neuländer Straße junction up to and including the Jägerhofstraße/Altlindenau/Moritzburger Straße junction. It also includes adjacent plots of land that are necessary for improving the footpath network and eliminating bottlenecks.

No. 107 Winzerstraße/Am Bornberge

For this neighbourhood, the planning objective is to preserve the characteristic streetscape, with its low-density residential development comprising detached houses along the streets, whilst taking into account the scale of the existing development, as well as the preservation of private green spaces.

The planning objective is to safeguard and further develop the existing mixed-use structures within the plan area.

No. 105 "Lindenau transport hub"

· The aim of the plan is to ease traffic congestion at the Moritzburger Straße/Kreyernweg/Neuländer Straße junction and to improve visibility at the junction.

The main road, which changes direction, runs from the south, from Moritzburger Straße into Neuländer Straße. Traffic approaching from the north via Kreyernweg and Moritzburger Straße must give way. Visibility is restricted at the Kreyernweg/Moritzburger Straße junction.

As part of the planning process, the traffic situation is therefore to be analysed and possible solutions identified. Furthermore, the local development plan is to specify the access routes for the adjacent plots so that these are moved away from the junction area and, through appropriate stipulations, improve sightlines in the Kreyernweg/Moritzburger Straße area.

The plot that is as yet undeveloped is to be designated as a general residential area in order to preserve the existing character of the area, which is predominantly residential with a few shops and non-disruptive commercial enterprises.

No. 104 Heinrich-Heine-Straße/Gradsteg

The aim of the plan is to preserve the distinctive townscape, with its loosely built-up residential development lining the streets, whilst taking into account the scale of the existing development and ensuring the preservation of front gardens and rear green spaces.

Development freeze:

The by-law on a moratorium on changes was adopted by the town council on 22 September 2021 and has been in force since 1 November 2021, following its publication in the November issue of the Official Gazette. The lifting of the moratorium on changes was approved at the City Council meeting on 9 February 2022 and has been in force since 1 April 2022 following its publication in the April issue of the Official Gazette.

The planning objective is to improve the flow of both moving and stationary traffic in the Bismarckturm/Spitzhaus area, whilst incorporating additional building plots for new developments in accordance with an urban development framework plan.

A simple development plan in accordance with Section 30(3) of the BauGB is intended to lay down provisions that ensure the preservation of the ensemble – comprising the listed villa, which is a defining feature of the townscape, and the surrounding park – in its current state.

No. 83 Marienstraße

The aim of the local development plan is to set out urban planning principles on the basis of which the neighbourhood’s further urban development is to take place. The buildings along Meißner Straße, which are a maximum of three storeys high, are to remain part of the Radebeul-Ost town centre in future; in particular, the ground-floor area is to be used to accommodate retail and service facilities. The open space within the neighbourhood and the distinctive tree population are to be preserved and safeguarded.

No. 81 Sport and Leisure at the Lößnitzbad

The aim of the development plan is to complement the outdoor swimming pool site by concentrating, on land that has hitherto been largely undeveloped, sports and leisure facilities of city-wide significance, including a large sports pitch, and to lay down provisions for partially developed plots on Fabrikstraße within the boundaries of the plan area.

No. 80: Area around the Old Post Office

The aim of the development plan is to remedy the urban planning shortcomings in the area between the building formerly used as the ‘Lößnitzperle’ restaurant (Bahnhofstraße 11/Meißner Straße 281) and the Alte Post Radebeul-West (Meißner Straße 285) through urban redevelopment and the enhancement of open spaces, to guide the establishment of functions relevant to the town centre that complement the West Centre, and to improve the situation for public transport by providing a covered park-and-ride bicycle parking facility and improving the tram stop facilities for tram line 4, including ensuring they are accessible to all.

No. 72 Oberlößnitz School Site

The aim is to continue using the site as a school site following the demolition of the existing school and to construct a new building. A sports hall, sports ground, after-school care centre and youth centre are also to be built on this site.
