Data protection

The district town of Radebeul (Radebeul) is committed to complying with the applicable legal provisions, protecting personal data and adhering to the principles of data security in the design of its website. In the following, we would like to inform you of the circumstances under which we collect information from you, how we handle it and to whom we may disclose it.


Data Protection Information for the District Town of Radebeul

Data collection and processing when accessing our website

Each time a user accesses our websites, data relating to this process is temporarily stored and processed in a log file. The following data is recorded and stored until it is automatically deleted:

  • IP address of the requesting computer (anonymised),
  • Date and time of access,
  • Name and URL of the file accessed,
  • a message indicating whether the request was successful,
  • Identification details of the browser and operating system used,
  • the website from which access was made,
  • Name of your internet service provider.

This data is processed for the purpose of enabling use of the website (establishing a connection), maintaining system security, the technical administration of the network infrastructure and optimising the website. The above data is analysed solely for statistical purposes and to improve the website, and is subsequently deleted. In principle, the IP address may only be analysed in the event of attacks on the network infrastructure. Beyond the cases specified in the privacy policy, personal data will not be processed unless you expressly consent to further processing.


Contractual data

Radebeul collects, stores and uses your personal data that is necessary for the establishment, content or amendment of the contractual relationship (contract data) exclusively for the purpose of fulfilling the contractual relationship with you or for processing your enquiry. It is processed solely for the purpose of corresponding with you and only for the purpose for which you have provided the data to us. The following data is generally stored as customer data:

  • Title,
  • first names, surname or company name (including any title indicating authorised representative, where applicable),
  • Address (street, house number, postcode, town and country),
  • email address,
  • telephone and fax numbers

Traffic data

Personal data required to enable the use of the services and to bill for them (traffic/usage data) is used to process the contracts entered into. Such usage data includes, in particular, details of the start and end of registration, as well as the scope of the respective contractual services. Where usage or traffic data is required for billing purposes (billing data), it is stored after the invoice has been sent. If the data is required to comply with existing statutory, statutory or contractual retention periods, it may be stored.


Contact / Email correspondence

Information or data that you send to us via email in unencrypted form may potentially be read by third parties during transmission. As a rule, it is also not possible to verify your identity or determine who is behind an email address. Legally secure communication via email is therefore not guaranteed. Like many email providers, we use filters to block unsolicited advertising ("SPAM filters"), which, in rare cases, may mistakenly classify normal emails as unsolicited advertising and delete them automatically. Emails containing malicious programmes ("viruses") are also automatically deleted by us. If you wish to send us data requiring protection, we recommend that you encrypt it and, where appropriate, also sign it electronically to prevent unauthorised access and tampering during transmission, or send the data to us by conventional post.


Use of cookies, web analytics tools and social media plug-ins


1. Cookies

Insofar as your security settings permit, and in order to enhance the functionality of our website and thereby make it more user-friendly for you, we use so-called “cookies”. These “cookies” enable text files to be stored on your computer when you visit our website. You can prevent cookies from being stored on your computer by adjusting the relevant settings in your browser. However, this may limit the functionality of our website. The cookies used are from third-party providers and are used exclusively in connection with your use of the website in relation to accessibility.


2. Web analytics tools

We use web analytics technologies to optimise and tailor our website to your needs by analysing user behaviour statistically. As a general rule, no personal data is collected, or if it is, it is used only in anonymised form. In particular, we use the following technological solutions for this purpose: - Piwik.


3. Social media plug-ins

On our website, we use browser plug-ins and links from social networks (e.g. Facebook), which are identified by the relevant logos or other indicators. The social networks are operated exclusively by third-party providers, some of whom are based outside Europe. As a result, an adequate level of data protection in accordance with Section 16 of the Saxon Data Protection Act (SächsDSG) or Sections 4b and 4c of the Federal Data Protection Act (BDSG) may not be guaranteed in all circumstances. When using a browser plug-in, an automatic connection to the server of the respective network may be established, but this can be restricted by a browser add-on, e.g. the script blocker ‘NoScript’ (http://noscript.net/). Online Presence on Social Media

We maintain online presences on social networks and platforms in order to communicate with customers, prospective customers and users active on these platforms and to inform them about our services and news. When accessing the respective networks and platforms, the terms and conditions and data processing policies of the respective operators apply. Unless otherwise stated in our privacy policy, we process users’ data when they communicate with us on social networks and platforms, e.g. by posting on our social media pages, interacting with the pages or sending us messages.


Use of Facebook Social Plugins

We use, on the basis of our legitimate interests (i.e. an interest in the analysis, optimisation and commercial operation of our online offering within the meaning of Article 6(1)(f) of the GDPR) social plugins ("Plugins") from the social network facebook.com, which is operated by Facebook Ireland Ltd., 4 Grand Canal Square, Grand Canal Harbour, Dublin 2, Ireland ("Facebook"). The plugins may display interactive elements or content (e.g. videos, graphics or text posts) and can be recognised by one of the Facebook logos (a white ‘f’ on a blue tile, the terms "Like", "Gefällt mir" or a ‘thumbs-up’ symbol) or are labelled with the addition "Facebook Social Plugin". The list and appearance of the Facebook Social Plugins can be viewed here: https://developers.facebook.com/docs/plugins/. Facebook is certified under the Privacy Shield Agreement and thereby guarantees compliance with European data protection law (https://www.privacyshield.gov/participant?id=a2zt0000000GnywAAC&status=Active). When a user accesses a feature of this website that contains such a plugin, their device establishes a direct connection to Facebook’s servers. The content of the plugin is transmitted directly from Facebook to the user’s device and integrated into the online service. In the process, user profiles may be created from the data processed. We therefore have no influence over the scope of the data that Facebook collects via this plugin and are therefore informing users in accordance with our current knowledge. By embedding the plugins, Facebook receives the information that a user has accessed the relevant page of the online service. If the user is logged into Facebook, Facebook can associate the visit with their Facebook account. When users interact with the plugins – for example, by clicking the ‘Like’ button or posting a comment – the relevant information is transmitted directly from their device to Facebook and stored there. Even if a user is not a member of Facebook, it is still possible for Facebook to obtain and store their IP address. According to Facebook, only an anonymised IP address is stored in Germany. Users can find out about the purpose and scope of data collection, as well as the further processing and use of the data by Facebook, and their rights and settings options regarding the protection of their privacy, in Facebook’s privacy policy: https://www.facebook.com/about/privacy/ If a user is a Facebook member and does not wish Facebook to collect data about them via this online service and link it to their membership data stored on Facebook, they must log out of Facebook and delete their cookies before using our online service. These settings apply across all platforms, i.e. they are applied to all devices, such as desktop computers or mobile devices.


Instagram

Our website may incorporate features and content from the Instagram service, provided by Instagram Inc., 1601 Willow Road, Menlo Park, CA, 94025, USA. This may include, for example, content such as images, videos or text, as well as buttons that allow users to express their appreciation of the content, follow the content creators or subscribe to our posts. If users are members of the Instagram platform, Instagram may associate their access to the aforementioned content and features with their profiles on that platform. We embed videos from the “YouTube” platform provided by Google LLC, 1600 Amphitheatre Parkway, Mountain View, CA 94043, USA.

Disclosure of data to third parties

Personal data (the aforementioned customer data) will, as a general rule, only be disclosed if it is absolutely necessary to process your enquiry or for contractually specified reasons. Billing data may be transferred to other service providers and third parties to the extent that this is necessary to determine the fee and for billing purposes. Upon the order of a court of law, at the request of an investigating authority, or for evidential purposes, the data and information stored by us may be used and disclosed to third parties within the framework of applicable laws, insofar as this is necessary. Data will not be disclosed voluntarily on its own initiative. Within the framework of a data processing agreement in accordance with Section 7 of the Saxon Data Protection Act (SächsDSG) or Section 11 of the Federal Data Protection Act (BDSG), your personal data may only be disclosed for specific purposes in accordance with the provisions described here.


Right to object, access, erasure and restriction of data

Radebeul will rectify or erase your personal data at any time if you object to the use of your data or if there is a contractual, statutory or regulatory obligation to do so.
