The funding decision for Radebeul's sporting and cultural centre has arrived!
Good news for Radebeul: The Radebeul-Mitte area is getting money for urban development! On 1 October 2025, Minister of State Regina Kraushaar presented Mayor Bert Wendsche and representatives of 16 other Saxon towns and municipalities with new funding decisions totalling 37.8 million euros at a ceremony in Leisnig. For Radebeul, this includes 1.43 million euros. Almost 15 million euros can be spent by 2039. The federal government, the Free State of Saxony and the city of Radebeul are each providing a third of the money. In January 2025, the Urban Development Office submitted the application for the "Vibrant Centres" funding programme - and Radebeul was accepted in the same year. The "SEKO" application document is based on the Radebeul-Mitte framework plan, which was approved by the city council on 12 February 2025. By developing the existing brownfield sites and converting vacant buildings, the centre is to become an urban development entity and at the same time a preferred traffic area for users of bicycles, S-Bahn, buses and trams. The vacant areas are to be redesigned for cultural and sporting uses together with the citizens. Everyone will be regularly informed and actively involved.
Framework plan and SEKO
At its meeting on 12 February 2025, the city council adopted the "Sportlich-kulturelle Mitte Radebeul"" urban development framework plan and the "Radebeul Mitte" urban development concept (SEKO) at the same time. The content of the two documents overlap to a large extent. The framework plan aims to coordinate future planning and construction and steer it in the direction of a "sporting and cultural centre" for Radebeul. In future, it will always play a role when specific construction measures are planned in the individual sections, for which it forms the "framework". The SEKO is a development area concept and part of an application for urban development funding in the federal-state programme "Vibrant Centres". If funding is granted, numerous individual measures in the framework plan are to be financed over the next 15 years.
Traffic analysis of Weintraubenstraße
The next step is to carry out a comprehensive traffic study in the Weintraubenstraße area. The aim is not only to remedy the existing deficiencies in cycling and pedestrian traffic, but also to analyse the effects of the framework plan on the area. The key measures of the framework plan in terms of traffic are the creation of a safe crossing for cyclists and pedestrians across Weintraubenstraße, the linking of Richard-Wagner-Straße from Weintraubenstraße and the creation of a central car park between Krokofit and the youth hostel. A town square without through traffic is to be created in front of the Weintraube S-Bahn stop.
First public event
At the first public event on 10 December 2024 in the auditorium of the Lößnitzgymnasium, around 60 citizens took the opportunity to find out more about the framework plan and the SEKO and to comment on it. The comments were incorporated into the SEKO together with those of the public interest organisations. However, these did not result in any changes to the framework plan, as it is not yet affected by specific objections and proposals in terms of the level of abstraction. However, these will be taken into account in the implementation planning. Essentially, framework planning consists of the formulation of objectives that can always be realised in one way or another. As soon as concrete plans for the individual sections of the framework plan are initiated, citizens will be informed and involved again.
Urban development goals
The framework plan develops an area characterised by sport and culture for the centre of Radebeul. This takes up and develops existing local approaches. Other, historically determined pharmaceutical and commercial settlements will not be pursued further, and brownfield sites and vacant buildings will be utilised for the new objectives. The laboratory building last used by Meda Pharma will be converted into the House of Culture and History with a municipal archive, municipal art collection and municipal history collection. Geographically located between the two densely built-up historic town centres of Radebeul, the centre is to remain a district characterised by greenery and become even more so. Although the plan also envisages new buildings and additional sports facilities with land sealing, overall the green spaces will be upgraded, supplemented by large green areas and compensation areas and designed for an attractive stay. The aim is not only to meet the urgent need for club sports with new sports facilities, but also to create public green spaces for sporting and recreational activities for all city residents. The green spaces on the Moritz-Garte-Steg will be better connected to the Lößnitzgymnasium.
A new link between east and west
The plan area extends between Meißner Straße and the railway embankment at varying depths. A newly created footpath and cycle path linking Bernhard-Voß-Straße in the west and Steinbachstraße in the east forms the backbone of this composite space, which can now be experienced as a single entity for the first time. While the new path closes a gap in the planned priority cycle route between east and west from a city-wide perspective, for which it must be safely routed via Weintraubenstraße, it opens up the local sporting and cultural facilities near the railway and connects them with local public transport and with each other. The high frequency of the thoroughfare turns the area into a public space. Stationary traffic is bundled in a few places in order to realise a space-saving arrangement, free up expansion areas and avoid search traffic. Richard-Wagner-Straße will be closed to through traffic at Krokofit and turned around in the new car park. This will allow a new town square to be created in front of the Radebeul-Weintraube S-Bahn stop as an entrance to the centre of Radebeul. The entrance to the youth hostel will also be located here in future.
